Mons, capitale européenne de la culture en 2015: deux modèles de développement par la culture

Abstract:
Mons is a medium-sized town of an old industrialized region; it was designated as European capital of culture for 2015. This title is the visible side of a 15-year old policy of development based on culture. The first part of this study puts into details an analysis of this policy and of its implementation. Two ideal-type models emerge from these trajectories; they are based on spatial, economic and political dynamics. The empirical reality of any region or city is seen to shift from one to the other models. The differentiation into two models, as developed in this paper, provides a comprehensive understanding of the possible evolutions and of their social, economic and political impacts.
