Abstract:
The paper studies a proposal of urban congestion toll avanced by a report of the Conseil d?Analyse Stratégique for the urban metropolitan area of Strasbourg. It explains why the planned scenario would most certainly face a fierce opposition. It emphasises the discrepancies between collective and individual assessments of welfare changes and the justice of the decision, especially pertaining to vertical and territorial fairness. In the last section, with the lessons previously drawn in mind, the article suggests an acceptable tolling scenario including cross funding and a transferable travel permit scheme.
