Les territoires de l’action publique locale sont-ils vulnérables par leur économie présentielle ?

Abstract: The growing interest of in-place economy raises the need to identify common features. Generally regarded as a set of not delocalizable economic activities, immune to economic shocks, the in-place economy seems to fulfill requirements of a protected economy. However, the omnipresence of mobility in the economics of communities raises some doubts. This article aims to provide a response on this issue both theoretically and empirically. The scientific demonstration is based on the original assumption that the in-place economy is vulnerable at sub-national levels. The paper relies firstly on stylized facts and theoretical arguments to underpin the hypothesis. It is then empirically reinforced by the spatial variability of the propensities to consume locally on the one hand, and the leakage of local income on the other hand.
