Doxai, Principes et Normes. Une proposition d’outil méthodologique pour améliorer les méthodes d’évaluation

Abstract:
The paper proposes a methodological tool to improve the methods of policy evaluation. The research work underlying this article has been conducted in a two-disciplinary approach, combining the field of economics with that of information systems. The first part of the paper is devoted to a review of the literature in the field of public policy evaluation aimed at identifying the difficulties of evaluation. In a second stage, the problem of labor is explained. Then the Dpn tool (doxai-principles-standards) is presented. Its aim is to help reveal the chains that link the visions of the world (paradigms, values) with the indicators of evaluation, by way of the structuring level of the principles. The tool is compared with the evaluation difficulties identified in the literature. An application of the tool is the third stage of the article, leading to proposals for indicators for the evaluation of territorial economic development policies.
