Vers une convergence du management public-privé ? Une revue de littérature économique

Ekaterina Melnik and Danièle Guillemot

Revue française d'économie, 2010, vol. Volume XXV, issue 2, 167-225

Abstract: This paper presents a survey of economic literature which aims to shed light on possible consequences of convergence between management in public and private organizations. This stream of reforms often called New Public Management reforms seeks to improve the public sector?s economic efficiency by transferring certain management practices from private to public organizations. We conclude that the convergence between managerial practices in the public sector towards the private sector can have some side effects as regards some global or long-term objectives fixed by government. The paper stresses the importance to take into account the ?public service? culture and values for new waves of reforms.
