Abstract:
Several mechanisms are used in Europe to promote the rapid development of renewable energy like wind and solar photovoltaics : feed-in tariffs, premiums, tenders. These subsidies are costly to the consumer and they have induced adverse effects on the functioning of the spot electricity markets (negative prices). Reforms are needed and one of the solutions is to encourage consumption of self-produced electricity (for solar in particular). But this requires reform of access to the electricity distribution network tariffs.
