Abstract:
In France, 20% of households have difficulty to heat their home. Our objectives are i) to discuss fuel poverty indexes commonly used and ii) to study the characteristics of households considered as being in fuel poverty. Results show the limits of fuel poverty indicators and we propose a fuel poverty scale. This allows identifying the most vulnerable households (who are often tenants, with low-income, living in homes with poor thermal quality) and a fuel poverty halo.
