Abstract:
In this article, the implementation of a market for rights to pollute is examined, by dealing with the introduction of differentiated treatment. This differentiation is likely to take different forms, depending on whether it is based on the allocation of rights to pollute or whether it calls for the coexistence of different types of permits, and gives regulators additional tools. Differentiated treatment, and especially differentiated distribution of pollution rights, can also be explained in terms of political economics and as a tool of industrial policy.
