Abstract:
The Next Generation EU recovery plan provides, over the period 2021-2026, more resources to Member States which were economically more vulnerable before the pandemic and which suffered more severe economic losses in 2020 and 2021, such as Italy and Spain than to other states such as Germany, France and Belgium. For these five countries, the article shows that the more governments receive European grants (and loans), the more they are committed to implementing, from the early years of the program, reforms to meet the challenges they face.
