Économie du travail en prison: enjeux, résultats et recommandations

Abstract:
In France as in other countries, prisons face the challenge of preparing the reentry of prisoners and preventing recidivism. Theoretically, prison work offers a direct way to improve prisoners’ reentry prospects, but today only a quarter of them have access to work while incarcerated in France, compared to 36% twenty years ago. This article introduces the organization and key challenges of prison work. It surveys the theoretical and empirical literature on the impact of reentry programs, and discusses the potential effects of prison work on social welfare. The article makes the case that, considering the externalities at stake, public investments and the supply of jobs for prisoners are currently insufficient in France. Finally, the article suggests public policy recommendations for prison work programs to deliver their full potential.
