Quelle souveraineté numérique européenne ?

Abstract:
The domination of digital platforms in Europe has led to the emergence of a debate on its digital sovereignty. Based on the work of Michael Mann, it is possible to highlight how the power of digital platforms constitutes a new form of challenge to State sovereignty. In order to face such a challenge, an approach based on the reconstruction of the European Union?s infrastructural power is proposed, which goes beyond the current approach, which is too much based on the re-establishment of a legal power, which is not enough to restore the situation.
