Abstract:
As the energy transition reactivates the risk of an electricity blackout, the article shows that the available levers for action (cuts, tariffincreases, etc.) pose an acute problem of social justice. But by modelling this risk as a common peril, it becomes possible to broaden the possible choices of consumption reductions, while adopting a new distribution of costs, more consistent with a rescue action for the benefit of all. The article opens up perspectives on new roles for network managers at a time of sobriety.
