Comment les organisations pirates construisent-elles leur légitimité ?. Le cas de la start-up Heetch

Abstract:
Pirate organizations develop innovative activities that are deemed illegal and illegitimate by the state and the established players. In this context, how do they respond to institutional pressures they face to build their legitimacy? We explore this question by studying the case of the start-up Heetch, a digital transport platform that was considered pirate in its early days. We reveal a three-phase legitimation trajectory ? clandestine pragmatism, subversive activism, tempered radicalism ? while highlighting the value of piracy as a strategic positioning to kick-start an organization?s growth. This article thus offers a better understanding of the legitimation process of pirate organizations.
