Abstract:
At the crossroads of sociology of public policy, political sociology, and sociology of quantification, this article analyses the way in which quality has been defined and quantified by the European Commission for the Efficiency of Justice of the Council of Europe. Considering the importance of configurations of actors and of their cognitive frames in the construction of quality evaluation tools, this article emphasises the instrumentation of public policy associated with the development and circulation of these kinds of tools.
