Abstract:
French employment policy has maintained similar targets since 1967: the return to work. Nevertheless, this mission has been disrupted not only by activation policies but also by changes in management practices within the public employment service. This mission became a quantitative target, thus changing the organization of the employment office, ANPE, and then Pôle emploi. In order to understand what ?pressure for results? actually means in employment policy, I propose to shed light on the political and operational translation of quantification devices. Activation programs in social protection make more sense when one studies how the goal of shifting the beneficiaries of national solidarity into the labor market is effectively implemented and with what consequences. The very notion of activation then appears much more complex to grasp and implement than it seems.
