Monopole mutualiste versus concurrence dans le secteur de la prévoyance complémentaire. Retours sur un débat méconnu (1983-1985)

Abstract: The aim of this article is to go back over the construction of the supplementary health insurance sector in France in the early 1980s and in particular the debate within the Ministry of Social Affairs between those in favor of a mutualist monopoly and those in favor of compliance with competition rules in this area. The thinking that was developing at the time is very important insofar as it is more generally in line with the terms of the debates that were then taking place between those in favor of public intervention and those who were campaigning for the generalization of competition in all sectors of society.
