Instituer la régulation, s’ériger en régulateur. Des concurrences au sein de la haute fonction publique à la création d’un marché des télécommunications

Abstract: This article studies telecommunications reforms in France in the 1980s. These successive reforms gradually separated regulatory function from operating function. The ascent of telecommunications in the 1970s attracted members of the Council of State to this sector that was previously controlled by state engineers from the ?corps des Télécoms.? The resulting competition between these top civil servants for the control over this sector led to the differentiation between regulatory function and operating function.
