Abstract:
This article looks at the genesis of Agence France Locale, the first French local government funding agency, which is financed exclusively through bond markets in order to supply credit. The original idea of this agency, as well as its effective realization, is based on the financial arbitrage of a state seeking to substitute a public resource with a private one in order to finance local public action and to respect its own budgetary constraints.
