Les tarificateurs des conseils départementaux aux prises avec les instruments d’action publique: le cas des EHPAD

Abstract:
This article studies the standardized indicators and tools for the pricing of nursing homes for dependent elderly people. An immersive ethnographic fieldwork presents a team of departmental council funding assessors who developed and applied such tools, and the retroaction of the latter on these civil servants. We show how the use of custom-made standardized tools and indicators at the local level has a double effect: not only a normalization of the production of services in the nursing homes, but also a transformation of the relationships between the funding assessors and other professional groups in the local administration. This has a major impact on the assessors? quest for greater institutional and professional recognition.
