Autorités sectorielles et autorités de concurrence: acteurs de la régulation

Abstract: The issue at hand is that concerning the position of sectional authorities and competition in regulation. Since they are both players in the regulation process they are involved both in the organisation of economic sectors and in the creation of standards. The field-work analysis of the horizontal and vertical relations between both of them above all shows that a powerful and operational phenomenon is at work which reforms government policies, reshapes the place of government power, creates legal structures and uses standards for its own ends. The action of sectional and competitive authorities is decisive since both of them implement the process on two levels, firstly on the structural level, and then on the level of standards.
