Les nouvelles orientations du fonds social européen: quel impact sur les restructurations ?

Abstract: The aim of this paper is to assess whether the European Social Fund (ESF) can be a useful governance tool by allowing for an endogenous national appropriation of the anticipated restructuring management policy. To this end, two main points are addressed. First, do the European and national ESF programmes take due account of the restructuring issue ? Second, what is the ESF added value in the field ? Only this way, can the ESF potential really be tested.
