Abstract:
Structural competitiveness depends much on good governance, i.e., on effective coordination when resources, power and information are widely distributed among many stakeholders. And good governance depends on the quality of information available to governors, on adequate administrative structures, and on rules of the game that are clear and enforced. On all these fronts, pathologies of governance have been noted that call for important repairs. Some more or less subversive strategies to effect such changes are proposed.
