Abstract: The French administration has developed for ten years task groups to improve cost-benefit analysis and by this way to integrate in appraisals and assessments environmental dimensions. This paper describes the process of producing a system of references for public policy. The particular work around the French shadow value of CO 2 highlights the most important characteristics of this process and the issues for public policy.
