Évaluation des politiques de clusters: sélection, autosélection et impact

Abstract:
This article shows, through the example of two clusters policies implemented in France, that the evaluation of clusters policies should focus on selection effects as well as on the impact per se of clusters policies on firm-level performance. There can exist a discrepancy between the firms actually supported and the ones initially targeted. This can be the result of choices made by policy makers or due to self-selection of firms that apply to calls for tender underlying these policies. Measuring correctly selection effects is crucial to make evaluations useful for the improvement of public policies.
