Abstract:
Healthcare reimbursement decision making is complex : decision criteria are numerous, diverse and sometimes difficult to reconcile. In a democratic system, legitimate decision making requires that policymakers take at least partly the preferences of the general public into account. The present study aims to measure the relative importance according to citizens in Belgium of decision criteria used to assess healthcare reimbursement requests. A survey was conducted among the general public using discrete choice experiments (DCE) to determine the relative importance of reimbursement decision criteria. The responses of 4 288 participants were used for analysis. A multinomial logistic regression analysis was performed to analyse the data. According to the general public, quality of life should get the highest weight in the evaluation of therapeutic need and in the decision to reimburse a new intervention. The impact on life expectancy is also an important criterion but should be balanced against losses in quality of life.
