“Le (R)R0I est mort ! Vive le (R)ROI !”: Regulation of electricity distribution in Belgium

Abstract: Electricity distribution belongs since the 6th Reform of the Belgian State to the Regions. The Flemish regulator introduced for 2015-2016 (i) a revenue regulation and (ii) incentives for Distribution System Operators (DSOs) to reduce their costs. However, their allowed revenues are still based on the regulated Return-On-Investment (ROI) and historical costs approach from the past. I present and discuss the main aspects of the recent reform in Flanders.
