Abstract:
In 2003, Wallonia implemented a mechanism of exchangeable green certificates to promote the development of renewable energies. Since 2007, the green certificate market has been in disequilibrium with an excess supply of certificates mainly due to the differentiated and generous support given to the solar photovoltaic sector. This persistent disequilibrium has made the price of green certificates plummet to close to their guaranteed purchase price of ?65. In reality, the green certificate mechanism has become a guaranteed feed-in premium that must now be modified.
