L'aide internationale en question: enjeux d'une résistance coloniale, soviétique et post-soviétique en asie centrale

Laëtitia Atlani-Duault and Catherine Poujol

Revue Tiers-Monde, 2008, vol. n° 193, issue 1, 37-53

Abstract: The entry, following the fall of the USSR, of external actors into the former ?closed shop? of Central Asia is beginning to constitute a subject of research and expertise. The proposed analysis is a departure from current debates about the influence of international development agencies on local NGOs in the region, shedding new light on contemporary developments by contextualizing them with other key moments in the region?s history. In fact, the democratization projects of international development agencies are merely weak echoes of two previous attempts ? infinitely more powerful and determined ? to radically change Central Asian society : czarist Russification, and Sovietization.
