Abstract:
This paper underlines that the individual and absolute ownership is not the only possible way to productive use of land and natural resources. Actually, the civil legal system allows different legal construction which article brings up. Then, paper identifies local land tenure practices in Senegal and shows that the ?national land law? philosophy and the associated practices suggest that the land title is not the only possible manner to put the land in use, despite of the main stream of thinking. Tenure system and type of agriculture are linked and wonder about public policy choices to ensure food safety. Are implemented land policies influenced by general interest and peoples? needs or do they fulfill the global governance requirements ?
