Abstract:
Structural adjustment and globalization have deeply modified the content of industrial policy and the way it is implemented. In this paper, we show, in the case of North African countries, that a significant change in international advice has been a key factor in the shift towards the definition of industrial strategies which are more suited to globalization. Interestingly, even if such advice can be highly normalized, effective policies remain very different across countries as they are negotiated by local political coalitions. In that context, we show that effective industrial policies turn out to feed opportunistic patterns, without a clear-cut break with past tendencies.
