Abstract:
In Morocco, new public policies make provision for a participative approach to agricultural and rural development projects at the local level. This study deals with how the farmers from two villages took part in the conception and implementation of an olive-growing project and how their agency improved thanks to their participation. The farmers had but a limited influence on the conception and implementation of the project. Nonetheless, in one of the two villages, the farmers learned how to obtain public funding and have since been able to complete several projects successfully. The new public policies may thus induce a strong differentiation between farmers' groups in their ability to take initiatives vis-à-vis the administration.
