‪Contester, retarder ou empêcher les licenciements via le chômage partiel ? ‪. Usages syndicaux de la Cassa Integrazione Guadagni en Italie

Abstract: ?In Italy, the regulation system of company restructuring is defined by a legal framework determining its application. The Italian normative system gives the possibility of using partial unemployment in order to manage cyclical or structural changes. This measure thus becomes the direct and indirect instrument for collective bargaining on employment. The article offers an analysis of unions? strategies from this point of view. Using two case studies on companies belonging to the household appliance sector, it highlights the role given to partial unemployment by the actors, considering more particularly their means of action and how they justify its use. Depending on whether it is used as a tool to secure employment or as a means for external mobility, in order to contest, delay or limit lay-offs, a ?buffer? or ?airlock? effect can emerge from unions? practices.?
