Des délégués syndicaux sous-payés: une situation de discrimination stratégique ?. Une analyse économétrique à partir de l’enquête REPONSE de 2010

Abstract:
?Cases of discrimination against trade unionists accumulate as evidenced by the number of court trials and convictions to pay compensation in several major French companies. This qualitative observation is confirmed by the statistical results obtained from the survey ? ?Relations professionnelles et négociations d?entreprise? ? (? ?REPONSE? ?) in 2004 which shows that, conditional on their education and experience, shop stewards are paid about 10% less than their colleagues. We show here using the same survey in 2010 that this wage gap has remained the same. Union membership is not sufficient to explain the lower wages. Indeed, it is the union representatives who are the most active in defending the interests of their colleagues who are the most penalized. It is difficult in practice to establish that these employees have lower wages for other reasons than their union responsibilities. Wage penalties for union without warrants remain quite low indeed ?around 4%? while conversely, it is in companies where there are conflicts that shop stewards are the most penalized.?
