‪La retraite des salariés du secteur privé en France‪. Conjuguer redistribution, complexité et incertitude temporelle

Abstract: ?In seventy years of existence, the French pension system has asserted its redistributive mission and now covers a wide variety of situations on the margins of employment. This evolution built up since the 1970s has developed in spurts, sometimes out of time with socio-economic trends. Its architecture and main objectives have persisted, but the way measures are implemented has evolved : normative rules have thus been replaced by more flexible ones and by some targeted measures more adapted to individual differences. However, since 1982, changing parameters and overlapping measures have generated an obscure system with questionable effectiveness. The social justice objective has thus sometimes clashed with the complexity of a system with ambiguous and uncertain outcomes. This difficulty in assessing to what extent the system achieves its various objectives may explain the reform path that has been followed.?
