Motivation prosociale et don de travail: une comparaison entre le secteur privé et la fonction publique d’État en France

Abstract:
The main objective of this study is to test Preston’s (1989) labour donation theory. Using the Organisational Change and ICT Use (Changements organisationnels et informatisation – COI in French) survey, we analyse workers’ supply of unpaid overtime in the private sector as compared to that of public sector agents, defined as those working for units producing social and collective goods and services. We do not find evidence for a higher frequency of unpaid overtime in the public sector. However, we show that these uncompensated hours are not explained by the same determining factors within the two sectors and are not the product of the same human resource management methods. Effort incentives seem to take different forms compatible with different motivations sources, which calls for caution in the possible implementation of new public management methods, which are imported from the private sector.
