Territoires zéro chômeur de longue durée. Rupture ou convergence avec l’insertion par l’activité économique ?

Abstract:
The experimentation ?territories with zero long-term unemployment? has been introduced in the public debate as a ?new model? for fighting long-term unemployment. However, from the outset, the project had similarities with the economic activity-based integration (EAI) schemes. To what extent does ?territories with zero long-term unemployment? constitute a break with EAI? On the basis of a field survey conducted over three years in one of the experimental territories, completed by a series of semi-directive interviews with national actors of the project, we approach this question from the angle of a comparison of their respective socio-economic models. We highlight the extent to which the original ambition of the ?territories with zero long-term unemployment? project places it at a distance from developments in the EAI. However, the operationalization of the experimentation produces forms of convergence with EAI.
