La gestione decentrata delle politiche attive del lavoro: tre regioni in prospettiva comparata

Abstract: This paper focuses on the geographicalpattern shown by active policies. Three regionsin the south of Italy are taken into consideration:Basilicata, Campania and Apulia. The specificitiesof the regional labour market are illustrated, afterwhich attention turns to the measures adoptedby the three regions in terms of active policiesin order to identify the particular characteristicsand reconstruct the overall regional governmentlabour market system. In fact, the enhancementof regional autonomy entailed in the on-goingprocess of decentralisation endows the regionswith significant tools and competences to takean active part in the organisation and supply ofa major part of the public forms of support foremployment. All this implies serious problems,aggravated by the recession now underway, withrespect to the regions' capacity to devise andimplement effective public policies.
