Abstract: In the first part of the article - which drawson the findings of the Report on the Welfare State2013. Crisis, Institutions, Common Goods and WelfareState - analysis focuses on the specific evolutionof the crisis in Europe, the causes and consequencesat the institutional level, and the interestthat the failures of the market and the communitypolicies have stimulated in the issue of commongoods. While debate on the issue remains a potentialsource of new, positive contributions towardsreadjustment of economic, legal, social and politicalrelations, due to certain incongruities in its analyticand applicative aspects it risks being tangential tothe market-institutions issue, of central importancefor analysis of the crisis. In the second and thirdparts of the article analysis turns to the social policiesrecently implemented in the European Unionand in Italy. And in the particular case of Italy,together with analysis of the latest labour marketand welfare system reforms, specific indications areoffered for readjustment of the pension and healthsystems.
