Why do multilateral environment agreements contain trade measures?

Abstract: In this paper we propose to identifie the factors both contributing to and limiting the success of trade measures: the provision of funding, the existence of comprehensive and balanced packages of policy instruments, avoiding over-reliance on one type of control, and policies based on understanding the underlying economics of the situation all featured as factors underpinning success. In general we can say that there are three broad sets of reasons why trade restrictions have been incorporated in Multilateral Enviroment Agreements (MEAs): 1. to provide a means of monitoring and controlling trade in products where the uncontrolled trade would lead to or contribute to environmental damage. This may extend to a complete exclusion of particular products from international trade; 2. to provide a means of complying with the MEA.s requirements; 3. to provide a means of enforcing the MEA, by forbidding trade with non-parties or non-complying parties.
