Abstract: Following the changes on economic and social context, in which public institutions operate, have increased expectations for their responsible behavior. Presently in the public sector does not exist a coherent approach of activities and initiatives relating to social responsibility. In order to be effective, social responsibility programs and activities of a public institution need to be placed in the institution's strategic plan. In this regard we have proposed, based on exploratory research undertaken on literature and empirical research conducted on the Romanian Gendarmerie, the implementation of a strategic grid to ensure full and coherent integration of social responsibility programs and activities of public institutions in its basic strategy. This model is adapted to be applied in all institutions from the public order area.
