Abstract:
Awareness of discrepancies between model of development and support capacity of natural capital in Romania gradually installed in 70-80 years of last century and was limited to begin with, in some academic circles and with limited impact on policy makers. The profound political changes started in December 1989 and, especially, access to public information that had not been under the Communist regime have considerably expanded the interest in this field among public and media. Were established with in short time, many nongovernmental organizations and even partied environmental policy, mirroring those in Western Europe. At the executive and legislative structures were created on the issue of environmental institutions (ministry, parliamentary committees) and were issued the first acts of primary and secondary legislation in the field. The objectives of Sustainable Development Strategy of Romania may be influenced by deviations caused by internal or external factors. Some of these eventualities can be foreseen but their impact is difficult to assess, quantify or place in time. The strategic elements may be built using the strategy of regional development are designed to give concrete answers and effective weaknesses identified above by mobilizing the resources and potential regional and local directions that can have the most direct influence on regional development and local. On this basis can substantiate measures falling within the competence of regional, county and local and substantial improvement to remedy the situation in the short and medium term.
