Abstract: Resulting from the changing world in which public organizations function, it has amplified prospects about their responsible conduct. Currently in public sector does not exist a coherent approach of activities and initiatives relating to social responsibility. In order to be effective, social responsibility programs and activities of a public institution need to be placed in the institution's strategic plan. In this respect we have proposed, based on exploratory research undertaken on literature a research methodology of empirical nature. This research model will be applied within County Gendarmerie Inspectorate Călăraşi. However this model is adapted to be applied in public institutions and in particular in those from the public order area.
