POVERTY AND SOCIAL EXCLUSION: WAYS OF COMBATING IN THE CURRENT ECONOMIC CONTEXT IN ROMANIA

Abstract: Reducing poverty and social exclusion levels have been established as a main objective by the European Council, based on three indicators. These indicators relate to the rate of the poverty risk (after social transfers), the indicator of the level of poverty and the percentage of people living in households with limited work intensity. Achieving this objective depends on the various factors that cause poverty and/or exclusion, on the diversity of problems faced by the member states and the priorities these states have set for themselves. The total number of people affected by these social plights (116 million people in 2008) includes a larger population than the one normally considered poor, because it includes a broader territorial perspective and different types of exclusion that are no longer only bound to income. The territorial dimension is becoming more and more important,, because the “poorest people” are concentrated in certain, smaller regions.
