Abstract: Ensuring the availability of a workforce that meets the growing needs of the business environment is one of the important factors for promoting competitive growth and to stimulate economic activity in the less-developed areas, to contribute to the alleviation of poverty and social exclusion. The paper examines the issues that contribute to maintaining a low level of employment and work in Romania in the period 2007-2015: the low employment rate among young people, the low density of business and employment opportunities limited, high degree of employment in agriculture and in rural areas lack opportunities, disparities related to access to and participation in the labour market of certain disadvantaged categories , the disparity between supply and demand of skills and expertise, limited capacity of Public Employment Services to provide quality services, tailored to the needs of the labour market, accessible to all.
