Abstract: Increasing the use of information and communication technology in all sectors of activity has generated the emergence of open government concepts and open government data, which, as they are implemented in practice, reveal a new direction for research to identify opportunities for economic development. The main players at the macroeconomic level that benefit from data opening are: the Government, the civil society, the population and the business community, even if they are in different positions within the real, financial and informational flows that take place in the economy. The purpose of this article is to perform a multiple assessment of these concepts and to research the impact of open data implementation on added value.
