THE CONTEXT OF A WORKFORCE CRISIS IN ROMANIA AND EUROPE

Abstract: Most Romanians leave their native country with a basic knowledge of their chosen country’s financial system, prioritising things such as wages, which is almost always better than what they can earn at home. The latest official data regarding European Union’s regions show EU accession process had a particular effect on Romania’s eight regions: the rich areas, especially the Capital city region and the Western provinces, advanced rapidly and achieved high real convergence rates, while the poor regions made little progress toward real convergence. The number of people outside the EU who choose Romania as a place to live is low, because they are met with several difficulties: language barriers, the median salary limit for migrant workers, the poorly conducted registration of foreigners in statistics of labour-related institutions. In the context of a workforce crisis, Romania has not had a serious evaluation of the workforce deficit in specific sectors and jobs and is far from having a systematic approach to immigration as workforce. Foreigners with a right of residence in Romania represent a category of persons who, in a few cases, encounter obstacles in accessing these rights, obstacles caused by the lack of knowledge of Romanian language, the impossibility to communicate or to understand the message of the written texts, information on the rights andobligations or services to which they may have acces.
