Abstract: Contemporary economic and social challenges determine the need to develop a new paradigm of education - that of lifelong learning. In this regard, investment in education and training for skills development is essential to boost growth and competitiveness: skills drive Europe's ability to increase productivity. In the long run, skills can stimulate innovation and economic growth, add value to production in the value chain, stimulate the concentration of higher- level skills and shape the future labour market.
