Abstract:
The present study analyzes the financial capacity of the healthcare system in the Republic of Moldova in times of crisis, emphasizing the financial pressures to which it is exposed, but also the identification of the necessary preventive measures. The purpose of the study derives from the identification of effective tools for managing limited financial resources in periods of economic instability. The research methodology includes the quantitative and qualitative analysis of the relevant financial and operational data, collected from the health system of the Republic of Moldova. The obtained results indicate that the implementation of a rigorous and flexible financial management, correlated with an adequate strategic planning, contributes significantly to the improvement of the financial capacity of the system. In this sense, the analysis carried out indicates a reduction in the vulnerability of the system by increasing transparency in the allocation of funds and adopting an agile management. In conclusion, the financial protection of the health system can be strengthened using an arsenal of tools, such as efficient procurement, interministerial committees, the implementation of internal managerial control, as well as the use of internal audit, all of which ensure the sustainability of the health system in the Republic of Moldova, in periods of crisis.
