ENERGY EFFICIENCY GOVERNANCE IN THE EU: INSIGHTS FROM MEMBER STATES’ NATIONAL ENERGY AND CLIMATE PLANS

Abstract: The paper draws attention to the latest developments regarding the energy policy of the European Union (EU). It is here analyzed how this policy is reflected by the Directives and Recommendations of the European Commission in the field of energy efficiency and how it is translated into integrated national climate and energy plans (NECPs) of member states. The latest version of the energy efficiency directive adopted in 2023 sets a new target to reduce final energy consumption at EU level by at least 11.7% by 2030, compared to the 2020 reference scenario. In detail the study focuses on several key aspects: (1) it emphasizes the priority of the principle of energy efficiency first, now included in law through the provisions of this new directive; (2) second, it addresses the challenge Member States face in aligning with the increased target of reducing energy consumption; and finally (3) despite the concerted efforts of some member states, the European Commission's evaluation of the integrated National Energy and Climate Plans (NECPs) reveals insufficient member states progress in achieving these objectives.
