European Construction in the Conception of the Lisbon Treaty

Abstract: The Lisbon Treaty that became valid on December, 1st 2009, represents a basic juridical document for the future of the European Union. By means of it, it is continued the reform process of the European construction started by the Amsterdam and Nice Treaty, it is accomplished the crossing of the institutional impasse after the failure of ratifying the Constitutional Treaty and it is accomplished a clarification of the relations between the European Union and the member states, mainly by explicitly establishing the competences of each of them. The Lisbon Treaty is not a European constitution . This thing proved that it is not possible, at least in this moment. However, it tries to accomplish a deeper integration, an increased involvement of the citizen’s role in the European construction by himself and by means of the European Parliament and of he National Parliaments, a democratization of the decisional process, in its ensemble and the reinforcement of the role of actor of the European Union on the international stage .
